Schedules only fire while manage.py serve is running. If the hub was down at the slot time, it still fires when it comes back within the catch-up window (config: schedule.catchup_minutes).

Test schedules are saved into the test's .json sidecar; group schedules into _groups.json — they travel with the tests folder.
